Rachel supports the development and promotion of a network of state coalitions working to advance policies that support industry engagement, skills equity, public accountability and job-driven investment in coordination with NSC staff, national partners, and coalition leaders. She joined NSC in 2016 as an intern and later as a Policy Fellow.
Prior to NSC, Rachel ran a research project out of Northwestern University focused on increasing job hiring rates for low-income, high school youth in the Chicago Public School system. Earlier in her career, she worked in higher education fundraising for several years. During graduate school, Rachel also held an internship with the Workforce, Economy, and Pensions team on the Senate Health, Education, Labor, and Pensions Committee.
Rachel holds a master’s degree in Public Policy from Georgetown University and a bachelor’s degree in Communication Studies from Northwestern University. She is based in Washington D.C.
