On June 21, Georgetown University’s Center on Poverty, Inequality, and Public Policy and National Skills Coalition jointly convened a Roundtable discussion on State Workforce Policy: The Future of Policy Innovation in a Changing Environment. The meeting explored recent innovations in state workforce policy and the implications for continued innovation in a changing and challenging political, economic and budgetary environment. The Roundtable discussion focused on promising state workforce policies and practices implemented in the past several years. Many of these innovations—even if successful—may be threatened or already discontinued as a result of challenging budgetary environments and changes in political leadership. Today’s shifting political and economic landscape made this an important time to bring together present and former state leaders from the state public workforce systems to examine recent innovations, what is known about their effectiveness, and their potential for continuation.

The Roundtable also considered some of the broader issues currently facing workforce development policy at the state level, including: federal policy changes to the Workforce Investment Act (WIA), the Temporary Assistance to Needy Families (TANF) program, and other key legislation; whether there is a need to more closely link workforce development policy to education policy; the desire to balance the needs of those in poverty with the goals of economic development; and the need for better data collection on the outcomes of workforce development policies and programs.

A final report on the proceedings, including recommendations for federal policy makers, is forthcoming.
