In his State of the Union Address last month, President Obama emphasized the importance of federal job training and education programs to support our nation's economic recovery and growth. His Fiscal Year 2013 budget request builds on this message by calling for major new investments in skills, including $12.5 billion for a "Pathways Back to Work Fund" to support summer youth employment, subsidized jobs, and work-based training strategies, and $8 billion for a Community College to Career Fund to support state and community college training partnerships with local businesses.
But the road ahead is a rocky one. Congress has cut more than $1 billion from workforce development programs in the last two years, and fiscal conservatives have signaled that they will continue to target these funds in FY 2013. And, the new budget caps under last summer's debt ceiling deal will lead to even greater pressures on skills investments.
